Frederick County Executive Jan Gardner today called on the County Council to restore the public process that has been used over the past three years so citizens can participate in an open and transparent government. She asked for public hearings to be held on two bills, which were tabled on Tuesday, that address infrastructure needs generated by residential growth.

 

"From day one, my administration has been focused on restoring trust in government by providing an open and transparent process. Good government depends on it," said Executive Gardner. "Citizens have a right to know what their government is doing and should have a right to participate. This is what citizens deserve and expect from their elected officials."

 

She also raised concerns about public hearings being held for legislation that has not been presented or explained to the public. For example, a bill will be heard next week that would allow warehouses and distribution centers to be built in areas zoned for mixed used development (MXD). No presentation about the bill has been made to the public. There are four mixed-use zones in Frederick County: at Jefferson Tech Park, two portions of Urbana, and Westview South. Planning staff sent notices to property owners of land in the mixed use zones, as well as adjacent property owners and nearby homeowners associations to inform them of the County Council’s public hearing. Executive Gardner encouraged citizens to become engaged in the public process.
